Richard Hardy was seriously injured when his motorcycle struck a car driven by Ariel Andrade at the intersection of Tampa Rd and Katherine Blvd.  Andrade turned left from eastbound Tampa Rd onto northbound Katherine Blvd in front of Hardy who was westbound on Tampa Rd.  Andrade fled the scene after the crash and was later arrested.  Florida Statute 316.122, titled “Vehicle turning left,” states that “The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction, or vehicles lawfully passing on the left of the turning vehicle, which is within the intersection or so close thereto as to constitute an immediate hazard.”  Florida Statute 316.027, titled “Crash involving death or personal injuries,” makes it a felony for the driver of a vehicle to leave the scene of an accident involving injury or death.
